“When we purchased the building, we immediately developed a business plan that included short-, medium-, and long-term objectives,” explained Richard Diamond, now Senior Advisor at Canderel and formerly Senior Vice President of Investments. “We reviewed every aspect—parking, retail, office leasesand implemented a 10-year plan to increase value.”

 

This vision materialized through a multi-phase strategy aimed at unlocking the building’s potential through targeted upgrades, tenant diversification, and a thoughtful balance between operational efficiency and the evolving needs of occupants.

 

Over the years, Canderel collaborated with numerous institutional partners to bring this plan to life. Each phase generated strong returns, validating the long-term strategy and reinforcing the building’s market position. In 2016, BIMCOR and TD Asset Management became co-owners, sustaining the momentum and ensuring that 777 Bay remains a resilient and high-performing asset at the heart of Toronto’s commercial core.

Located at the northern edge of Toronto’s financial district, the property sits at the crossroads of government, academia, and healthcare. Its direct proximity to Queen’s Park and the Ontario Legislature ensures consistent demand from provincial ministries. Its closeness to the University of Toronto and Toronto Metropolitan University connects it to some of Canada’s leading academic and research institutions. “It’s the property’s size, its location in the north part of the downtown core, and the number of value-enhancing opportunities we identified that was significant,” Diamond emphasized.

 

The tower’s scale and flexibility allowed Canderel to accommodate a wide spectrum of tenants, from large government departments to sophisticated biotech labs and innovative technology firms. Few buildings in Toronto can offer such breadth.

Reimagining the Retail Experience

A critical part of unlocking 777 Bay’s value was the transformation of its retail concourse. When Canderel acquired the property, the retail environment was dated and underutilized. Recognizing the surge in downtown residential development along with evolving demographics, Canderel re-branded and repositioned the space as a vibrant, community-serving hub.

 

“When we acquired the building, there wasn’t a grocery store. Now there’s one of the major Sobeys affiliates in Toronto called Farm Boy,” Diamond explained. “We didn’t have an LCBO in the complex, now we do. The pharmacy was old and tired, and through our renewal negotiations it was completely renovated. And beyond that, we curated a mix of retailers, food and other services that reflected the needs of the growing downtown neighborhood.”

 

The renovation modernized the environment with a new brand (MRKTS@777), new floors, ceilings, lighting, and wayfinding, but the greater success was in how retail aligned with tenant and community needs. With thousands of new condominium units nearby, the refreshed concourse became a daily amenity for office workers, students, medical professionals, and residents alike, turning 777 Bay into a destination and securing long-term stability for the property.

Partnering with Infrastructure Ontario: A complex Transformation

A pivotal moment in the repositioning of 777 Bay was Canderel’s partnership with Infrastructure Ontario (IO). Recognizing the building’s potential to accommodate a major provincial tenant, Canderel worked closely with IO to adapt the property’s infrastructure and design to meet their long-term requirements. This collaboration secured significant government occupancy, strengthening the asset’s stability while elevating its profile within the downtown market.

 

“About 12 years ago, IO informed us of a major workplace transformation that would see the square footage per employee decrease from approximately 300 square feet to under 175,” recalled Richard Diamond. “This required significant modifications to washroom facilities, air handling systems, electrical systems, and elevators.”

 

Among the most visible changes was the addition of four new elevators in the atrium, constructed through the central core while the building remained fully occupied. “We carried out all of this while 5,000 people were working in the building. Very often, these large-scale renovations take place in vacant buildings but not here. It was a major logistical, security, and public relations undertaking that mobilized our leasing, construction, property management, and marketing teams,” Diamond explained. The complexity of the project was such that the general contractor, Reliance Construction, described it as one of the most challenging projects they had ever completed.

 

Delivering a project of this magnitude while maintaining daily building operations required exceptional coordination. “The key to success was rigorous planning, constant communication, and true risk management,” Diamond noted. “We planned for at least two years before construction began, and execution took another two years. We had an outstanding internal team, strong partners, and a highly capable group of consultants across architecture, structural, mechanical, and electrical disciplines.”

 

This culture of collaboration ensured safety, minimized disruption, and delivered the upgrades on time and in line with expectations.

Expanding into Biotech and Higher Education: The University of Toronto

A defining moment for 777 Bay occurred when the University of Toronto’s Temerty Faculty of Medicine required biotechnology laboratory space. Thanks to its proximity to campus and the MaRS Discovery District, the building proved to be an ideal location.

 

Transforming traditional office space into state-of-the-art laboratories required significant upgrades, including the installation of specialized fume hoods, gas and water lines, backup power, and advanced air handling systems. Office layouts were reconfigured to create wet labs, support areas, and collaborative spaces all designed to meet stringent safety and regulatory standards.

 

The University of Toronto lab conversion exemplifies the implementation of high-performance, sustainable operations. Approximately 47,000 square feet of existing office space was transformed into CL-2 wet and dry laboratories equipped with advanced mechanical, electrical, and technical systems, including ductless filtered fume hoods, specialized HVAC systems, and reverse osmosis water infrastructure. Canderel continues to support the ongoing operations and maintenance of this infrastructure, overseeing the emergency generator, ventilation systems, reverse osmosis water systems, and exhaust systems, while working closely with University of Toronto stakeholders to ensure regulatory compliance and uninterrupted research activities.

 

“We understood that we could meet their requirements for biotechnology laboratories, which are highly specific,” explained Diamond. “It was an extremely complex project, but in the end, it is state-of-the-art, and they are thrilled.”

 

The addition of the Faculty of Dentistry further strengthened the University of Toronto’s presence within the building, contributing to institutional stability and tenant diversification. This partnership has solidified 777 Bay’s position as a benchmark for biotech-ready facilities and highlighted Canderel’s expertise in delivering complex and highly specialized projects.

 

A Diversified and Future-Oriented Tenant Mix

The transformation of 777 Bay has resulted in a diversified tenant profile that includes government, biotech, education, and innovation leaders amongst other high-profile tenants.

 

“We want to always make sure that we’re present in future-oriented businesses,” Diamond noted. “Today, in addition to government, we have the University of Toronto and Xanadu, leaders in quantum computing. It shows how the building evolved from being mostly government tenancies to a more diversified, innovative ecosystem.”

 

This diversity has also driven value for retailers and food and beverage tenants in the concourse, creating a vibrant, interconnected community within the building.

Commitment to Sustainability

Building on its energy efficiency, 777 Bay is connected to the Enwave interconnection system, which delivers chilled water into multiple buildings across the city, eliminating the need for each building to maintain its own cooling system. This integrated approach not only improves efficiency but also reduces the building’s overall carbon footprint. Canderel is currently working with Enwave to expand the system to provide heating as part of its decarbonization initiative, further advancing the property’s environmental performance.

 

These measures position 777 Bay not only as an energy-efficient and environmentally responsible building but also as a strategic asset in Toronto’s life sciences sector, demonstrating how sustainability, innovation, and operational excellence are integrated across all aspects of property management.
